This development version is basically a bugfix release for 0.5.0. There have been no structural changes of note this time.

Changelog to 0.5.0:
- Deleted Blacklist Modules, Added Notes Entry for Bans, Changes Whois to show if Banned.
- Fixed <botname> and <pre> inside blobs.
- Trying to reuse existing MySQL links now instead of creating new ones for every query.
- Making sure no cron-jobs are executed before cron-delay is over.
- Fixed all chatcmd calls.
