started with a fresh install for 0.4 for this raid bot

created a script to "/tell bot member add name" all the members of the old bot

Go to do biodome yesterday and

/massinv biodome

results in no massinv being sent to any members.  same with announce

I go through settings and turn massin and announce on, and for members to get them

"/massinv biodome" again reseults in nothing.  It says sending invite, 1/2 second later it's done, and no one got the invite.  Same, again, for !announce

What am I missing?

I think this might have been overlooked, but not sure.

Sounds like a bug to me.

That's actually the way it's supposed to work, those settings can only influence any members that are added later. Otherwise it could mess with manually set notifies or autoinvite states, which wouldn't be nice.
